The longer the war waged by Russia goes on in Ukraine the more Putin will settle Russians on to the conquered ground. This is the way Russia encroaches on other nations and expands its territory. It is a common imperialist ploy.
It has happened in Estonia, and no doubt the other Baltic states also. Besides controlling the underworld in these countries the presence of Russian civilians proves an imposition on people trying to retain and foster their identity.
The same may be true of the other former Soviet nations that surround the borders of Russia.
One 20th century teacher said ‘the only true barrier between people was not geographical but cultural.’
